So barring other hardware problems, a bad cmos battery is most likely the problem.

I’m assuming there aren’t any beeps when you power the PC up?
Do you have multiple slots for the RAM? And do you have more than one stick?
Disconnect the power completely from the tower and try inserting just one stick of RAM in the slot closest to the centre of the board. Power on and see if you can successfully get the computer to start.
Also are the graphics integrated or do you have a graphics card installed that you run the monitor off? If you have a graphics card try reseating it. Also if the motherboard has a graphics port you could try using that instead for troubleshooting purposes.

The second, if it’s an older thread, is that fewer people will view it and thus you’ll have less input.
But don’t worry about it right now. You can use fdisk and create the primary and extended partitions and a logical drive in the extended partition. But when installing 95 or 98 it will always install on the primary–you can’t direct it to install in an extended partition. So you’d have to have the loader set up before installing the second OS.
I’ve never had a reason to use a boot loader but that’s what they’re for. I’m not sure if you need to install it first and then the OS’s or if you install one OS on the primary and then install the loader. But I’m sure any loader you use will have instructions on how to install it.
The device is your mobile phone. If you want a separate wireless mobile internet for the PC then get a USB wireless modem. Ask your ISP if you can have two mobile devices using the same internet account. It may not be possible so you would be left subscribing to two services.Goin' Fishin' (Some day)

The GT 720 is a rebrand of the GT 640. Better than the 210 but not a great card, especially if you’re into gaming. Make sure to get the GDDR5 version.
