Having both mac filtering, and changing the default access-key and SSID will of course really tighten/control access.

My ISP attaches an IP to a MAC address and I get the same IP for months at a time. I’ve never called them or checked, but it seems like about every 6 months I get a different IP address.
I can shut my modem and/or router off and I’ll still get the same IP when they reboot. I can also release and renew and I’ll still get the same IP address. So if your ISP does things like mine, you can’t really do much at your end to change your IP. Reboot your router and modem, if you get the same IP back, then chances are, your ISP does things similar to mine.
Therefore my suggestion. If you call your ISP and discuss what’s going on with them, they can change your IP for you even if they do things the same way mine does.
An alternative to changing your WAN IP would be for you to use one of the many proxies available on the internet. If you go through one of them, your IP will appear to have changed on any site you go to.
Can you compare settings for the browser on the problem computer with another which works (connects to the internet) ok -using dongle in question? Also, if the dongle requires its own driver(s) perhaps uninstall the device fully (drivers included); then reboot and reinstall it?

Heat won’t usually damage the components with the exception of the battery. If it’s getting really really hot, it can shorten it’s lifespan.
Several things you can try to reduce using power. Turn off Bluetooth if your not using it. Try to use WiFi whenever possible, if your tablet is trying to pull in a weak cell signal it may be powering up the receiver a little more to get a reliable signal. Turn down the screen brighhtness. Close all background apps that your not using. Turn off notifications or lengthen the time in between when they check in for new notifications from programs you don’t really need notifications on.
Please post the make/model of your LCD TV. If it's a 720p TV, the resolution should be 1366x768. Why are you using DVI to VGA adapter? You'll get a better display by using a digital signal rather than analog. Does your TV have an extra HDMI-in port? If your card doesn't have HDMI-out, try using a DVRead more

It’s a laptop, not a desktop. Because of security, removing the battery will not reset the BIOS.
Looking at your BIOS screenshot, your BIOS version is F.24 which is “ancient”. The latest BIOS is F.66. I suggest you update it & see if it fixes your HDD SMART errors. Unfortunately, I think the update needs to be installed from within Windows. Did you try disabling SMART?

You say it gets onto the network – which network? And does the tp-pink show as an access point in the list of wifi access points on the laptop?
