Policies Tab Missing! Disk Management Console

I purchased an external hard drive which strongly suggests turning off disk write optimization, for robustness.
From everywhere on the internet I see that there is supposed to be a “Policies” tab for disk properties in the Disk Management Console (you get there when by opening up “Manage” after right-clicking My Computer, going to “Storage”–>”Disk Management Console”, and then right-clicking a drive)

However, none of my drives have that tab available. What is going on?
