Solved StartRep.exe Application Error Will Not Let Windows 10 Start

startrep.exe error will not let windows 10 start
system restore will not work, cannot get to safe mode, continues to loop
trying to repair without loosing files and data

      Have you tried all these ways to get into Safe Mode?:

      When you say system restore will not work do you mean nothing happens when you try it, there are no restore points, it works but the problem remains, or something else?

      Sometimes this procedure can get you out of loops:
      Turn off computer and unplug from domestic power. Remove main battery if it’s a laptop. Hold Power Off/On button for at least 20 seconds to discharge the motherboard components. Put back together and see if it helps.
