Windows 10 Home on a new HP notebook.
Task Manager lists 3 items on the Startup tab:
Name Publisher Status Startup impact HP Radio Manager HP Enabled Medium Power Media Player CyberLink Corp. Disabled High Realtek HD Audio Manager Realtek Semiconductor Enabled High
I think I disabled the Power Media Player myself, though I’m not
sure it was the CyberLink service that I know I disabled in Services,
or if it was something else. When I need it, I’ll re-enable the service.
My question is, since that thing is ‘Disabled’, is it actually being
loaded at startup, or not? Does being marked ‘Disabled’ mean that
it is loaded at startup but not run? Or what? I’m a little bit curious
because it is also marked as having a “High” impact on startup.
Any idea what “Medium” and “High” impact mean in this context?

Task Manager is a better place to disable startup items than Services if possible, if for no other reason than it is easy to see at a later date what you did. I thought I warned about this aspect of disabling services in another post and also about keeping records if you do so. “I disabled in Services, or if it was something else” won’t mean much a bit further down the line unless your memory is a lot better than mine.
Usually if you re-enable an item on the next boot it will say “not measured” or words to that effect. On subsequent boots it shows its impact again
