Hi, for anyone reading this still having this issue, I bought this cooling system yesterday: and it took me 4 hours to figure out. So now I write this so that none of you have to spend more than 3 minutes reading this detailed text.
Here’s a quick guide on how to install it:
AM4:
1. Remove the Intel surrounding casing on the cooler which comes preinstalled from the factory with a neat ‘twist’ of your wrist. Do not worry, it twists on the same way back if you wish for reselling the cooler to an Intel owner and this is a normal way of mounting the cooler later in Step 6. Place the protective plastic back on to keep the cooler nice and clean. 2. Screw in the the AM4 ‘bolts’ into the backplate that comes with your motherboard so that the ‘circles’ are facing down and the ‘spikey ends’ are up toward the top of the CPU. Do not install the Intel backplate, or use no backplate. The screws should fit the ‘bolts’ as they’re some sort of industry standard for AM4-socket mainboards. 3. OK! You’ve come part way. Here comes the complicated part: Mount the fans to the cooling refrigerator panel with the 8 screws provided and lastly mount the panel (with fans installed on it) onto your case. Either ceiling or backside depending on your choice of fitting. I found that screwing only 4 screws with washers (out of the total of 8) fit my case best. This is because using all 8 scew holes would have blocked my motherboard cooling heatsink. It still sits well and I’m satisfied with it. 4. Remove the protective plastic from the step you did in Step 1 and ‘twist on’ the AM4 circle instead of the Intel one. Place the plastic back on for now to keep it clean. Get ready to place it on the CPU. 5. Mount the newly cleaned Ryzen CPU onto your motherboard. Or brand new… if its not an upgrade. 6. Mount the cooling pad down onto the CPU and firmly screw in the screws to the AM4 circle. Remember! Screw them X order not, top left, top right and so on you want equal weight diagonally distributed, so for example I did: Bottom left, Top right, Top Left, Bottom Right in that X order.
You now saved tons of hours of headache and annoyment and enjoyed reading text for a max of a few minutes.

If you’re happy going inside the case…. check the cooling fan on the cpu is running and that the cooling fan is still properly adhering to the chip.
There is software that allows you to monitor cpu temperature. Not ever having used it I can’t advise which to use, but others here can/will.
