    When you say system restore will not work do you mean nothing happens when you try it, there are no restore points, it works but the problem remains, or something else?

    Sometimes this procedure can get you out of loops:
    Turn off computer and unplug from domestic power. Remove main battery if it’s a laptop. Hold Power Off/On button for at least 20 seconds to discharge the motherboard components. Put back together and see if it helps.

    You will have to make sure your power supply has a floppy power cable as well

    usb is for external devices mostly unless you are on about the usb headers on a mobo

    BTW, if you can find some cheap RAM, I suggest you upgrade to at least 1GB. If your board supports more than 1GB & you can find it cheap ehough, 2-3GB would be optimal.
