Make sure the power saving feature is disabled for the port, Windows automatically cuts power to some USB ports to save battery life…and it might not recognize that it needs to turn the power back on when you insert a device.
It could be the bios chip or it could be something else. You only know it's not working. Unless you have evidence the bios on that tablet is prone to failure I wouldn't spend a lot of money replacing it, at least not yet. If part of the bios is on the drive it’s probably just the setup, like the old compaqs. In that case not having the drive installed would not leave you with a dead screen.
As far as the original attempt to upgrade using USB, did that seem to go ok? I was thinking you could test it on another computer. The update won’t run until you manually type in UPDATE so you could at least see if it was booting to dos without worrying about the update running.

First Test the Hard Drive and the Memory. Without testing you could be wasting a lot of time and coming up with the same errors through different media if the problem is hardware related. The problem could VERY possibly be RAM or HD related. Test first!!!

Click start find the computer icon right click choose manage then choose disk management. If you have a recovery partition you could right click and make that active but after it restores you may have to tap F8 on start up after it restores and run start up repair because it may keep booting to the recovery. I am thinking someone may have used a OEM disk to re install Windows maybe your recovery partition is still there if not you will need recovery DVD’s from Toshiba,

The problem with floppy disk is that they were unreliable at the best of times. Often a disk formatted and space in one machine could not be read in another because of slight misalignment of the heads in one or the other disk drive. One solution was to format a floppy in the computer that you want to ultimately read the disk then copy the data from on floppy to another using the old computer.
Having said that, a USB CD drive is not that expensive and installing a CD writer is not hard either.

One solution was to format a floppy in the computer that you want to ultimately read the disk then copy the data from on floppy to another using the old computer.
