Extract the file and follow the instructions to install it.
That missing NEW option on the desktop is associated with Internet Explorer so it’s possible the Opera install is what caused the problem in the first place. If the fix doesn’t work you may need to uninstall Opera and go with something else.
It’s also possible to restore a registry from before the problem started but that would leave Opera non-functional since it wouldn’t be in the registry and reinstalling it may just cause the problem again. So don’t try that–at least not yet. Let’s see how the fix works.
What program are you using to record video? Windows 8.1 comes with a pre-installed camera app. If you open the start menu and type "camera," it's the one with the purple icon. It is a metro app, but it displays full screen when recording. Perhaps you should give that a try.

– why are you running just one stick of RAM? Single channel mode is hurting overall system performance. – have you installed the AMD graphics drivers? It doesn’t appear so because your graphics are listed as “Standard VGA Graphics Adapter” rather than AMD Radeon HD 7560D. – do you have a CRT/tube type monitor or an LCD/flat panel? The resolution (1024×768@1Hz) is way out of whack. This could be due to the fact that you haven’t installed the Radeon drivers. The “1Hz” is definitely wrong, regardless of the monitor type. Please post the make/model/model number of your monitor so we can tell you want the resolution setting should be.

An HD failure is one of the possibilities but you might be better off to contact HP about this issue as it is in their province. Someone else on here might have some ideas so keep watching.
