    I found the solution…. all previous versions of IE would allow the users to share a locations for their temp internet files. There was a GPO that changed the Temp internet file location to the temp folder on C: for all users.
    IE 11 & Edge do not like sharing the location and if a GPO sets the location and IE11 sees that a user already has that location taken then it will leave the Current Location of the Temp internet files blank in the General settings.

    Why they wouldn’t have the system simply create a new folder for each user under the same root I have no idea… also why IE wouldn’t send an alert that says “Cannot access temp internet file location” when it runs especially if it requires it to do anything significant..(download files, developer tools etc.) is also beyond me.

    But I wanted to send out the update to let anyone else who is having this problem know to check you temp internet file folder location if you can’t get things to download.
