You have a boot loader installed (Grub4DOS). Is there a reason that you have GRUB installed? Is your intention to boot to multiple operating systems? If not, then you need to get rid of GRUB. Your Notebook originally came with Windows 7 home premium 64 bit. So I assume you are installing with a full DVD of Windows 7 Ult. 32 bit.
If you actually formatted a partition on your hard drive there must be another partition with GRUB installed on it.
How are you installing Windows 7? Do you have a full installation DVD? If you don’t need to save a recovery partition on the hard drive then the simple approach is to use the custom install method and delete ALL partitions instead of just formatting the partition that Windows is installed on. Then create one partition using all available space. Format that partition and install Windows 7.
For MS-DOS 6.22 one needs to install TCP/IP support first I guess (Lan Manager 2.2c or Microsoft Network Client?).Most DOS internet programs use WATTCP or similar to make an internet connection. However, a packet driver for your NIC is required, or else the DOS internet program you use will not work. There is no ubiquitous TCP/IP program that runs in DOS memory all the time – except the packet driver.
Win 3.11 has networking capability built in for DHCP capture or manual setup. It still works today.
If you check out those links I gave you it should get you started and go into more detail. There are no PTP specific programs that I know of. If there are, I’d like to hear about it.

Cut your losses and buy a new webcam from a reliable manufacturer such as Logitech.

You probably need to contact Dell on this. Unlike a laptop or desktop, if the factory restore cannot be restarted, there is not much else you can do without Dell. .... or wait for other opinions on this.
