I don't use Nero but you need to get the ISO from www.bootdisk.com for the DOS you want to use. With any luck it will have FORMAT & FDISK. With a little luck you can double click on the ISO and Nero will know what to do with it.

In order to change to 64bit version of Windows is to completely reinstall Windows from scratch from install disk. If a non-branded OEM version you may be able to use your current key to reactivate it. You WILL have to install additional memory because it will run much worse (if at all) on 2GB of RAM, you should have at least 4GB of RAM and 8GB would be preferred if your board supports it. Without the additional memory there is no reason for the change (64bit actually uses 1GB more memory to support the extra systems required so 32bit with 2GB is better than 64bit with 3GB and 32bit with 3GB is better than 64bit with 4GB RAM. The biggest advantage of 64bit CPU and operating systems is that they supports at least 32GB of memory (technically MUCH higher but you may find 64GB to 128GB or more in the next generation of systems) and 32bit systems support about 3.2GB to 3.5GB (4GB in theory) total memory.
Could you give us the exact make/model of the tablet? There isn't much you can do, since tablet components are not easily replaceable - it would probably cost you more trying to put a new CPU or something in it.
