I have tried a new power supply and does the same thing. So I have to charge it while it is off.

You know the real meaning of peace only if you have been through the war.
Are BOTH the power adapters you tried original equipment or something by a third party that is supposed to work? Some adapters use reverse polarity. Normally the concentric plug is negative on the outside and positive on the inside. I have red that some are the opposite.
If you bought a replacement based on the voltage and amps it may not be compatible.
