Can’t Access Social Security Website ssa.gov

I am overseas, and am trying to access www.ssa.gov and www.socialsecurity.gov. I used to be able to do this, but recently started using a new computer. I get an ‘Internet Explorer cannot display the webpage” message. I am using Kaspersky, and have tried turning this off to no avail. Help!!! 🙂
