Further you can use this situation to your advantage in correcting the NDIS error by extracting NDIS.VXD file from the update shown in the link in #2 above using WinZip and placing the file in the Windows/options/cab folder. 98 will see that it has already been extracted and will use it instead of the broken compressed version found within the .CABs files. Your update has been essentially applied by installing in this manner, but to do this correctly you should apply the update over the top of itself once Windows is running fine and this action will write the proper registry entries for the update.
You can also replace the file in boot to DOS mode. It belongs in the Windows/SYSTEM folder. Registry entries are not need for the update to work, they just record that the update has been applied properly.
Yes, this is a processor too fast error, and a common stumbling block, hopefully the update in link of post #2 will fix the issue.
