Up And Down Arrow Keys Do Not Work Consistently in Bios

inspiron 1560 with Windows 8.1.

When I press the up and down arrow keys, initially there is no movement. Then if there is movement it might be only up one line and then moves back down automatically. It won’t allow me to go back up to my choice.

      It acts like it’s busy doing something else and eventually gets back to recognizing the keyboard strokes? Could it still be detecting or configuring hardware? Do other keys used to maneuver around in the bios act the same way? Seems like I’ve noticed that in other Dell laptops but never really looked into it.
