help me please no matter what way i start the laptop it always comes up with a black screen and a blinking white bar but i can not type anything at all…. please someone help me!!!

Have you installed “anything” immediately prior to (before) the problem arrived?
Can you get into safe-mode? Press F8 when the system starts up; you may have to press it a few times, even possibly simply press and hold.
One thing to try as occasionally it works.
Remove all power, battery included. Then press and hold the on/off button for about half a minute or so. This discharges residual power in assorted components. Then restore normal power (battery included) and see if it will boot up ok.
Any “beeps” when the system starts up? If so what are they?
