Solved Text Flickers When Scrolling Down Slowly

When ever I go to a web site that has text, like a newspaper website, the text lines flicker when I slowly scroll down or up on the page. I tried adjusting the Clear Type under Display, but it does not make any difference. This started about a month ago and I can’t relate it to anything I’ve done on my computer. What would cause this? I would appreciate some suggestions.. Thanks

OS: Windows 7 64bit/Ubuntu 12.04 LTS 64bit
CPU/Ram: E8500/8GB PC2-6400

      A suggestion from another forum asked about Extensions and Add-ons. After eliminating extensions and Add-ons one at a time, it seems that an Add-on called Bing Search Bar, put my Firefox back like IE 9 in that my scroll bar was now scrolling 6 lines at a time, just like I set it in my mouse settings and the faster scroll was not showing the flicker in my text anymore. Mysteriously the Bing Search Bar did show up a few weeks ago on my Desktop. Not sure how that happened. It is about the same time I started noticing my flicker problem in scrolling text web pages. I will consider this problem SOLVED for now. Thanks to all who gave their suggestions and comments. Happy Holidays.
