how to turn off power saving mode?

hi, please my pc has turn to power saving mode , i tries to turn it on but still the power is on but cant boot, the the monitor turn to power saving mode , any help please on levono pc?

      Go to “Control Panel > Power Options” then change plan settings so that the drop-downs are set to “Never”.
