did a Dell PC Diagnostic results where targeted read test failed WHD20-U75 and smart short selftest WHD16BH2 What does this mean just had a new harddrive put in about a month ago

It means the drive is faulty, though you may have to test it with the drive maker’s own diagnostics software before they’ll agree to replace it. Contact them for an RMA (Returned Merchandise Authorisation).
You’ve just been unlucky. Even with new hard drives, a percentage of them leave the factory in a faulty condition. Either that or the person who installed it for you has mis-handled it or dropped it.
