Solved Windows Cannot Set The Password

In the domain while am trying to create new user one message appear at last. Active Directory Domain services. Windows cannot set the password for ….. because: Error 0x800708c5
My password polices is
Enforce password history 24 passwords remembered
Maximum password age 0
Minimum password age 0 days
Minimum password length 7 characters
password must meet complexity requirements Disabled
store password using reversible encryption Disabled

Operating System is Windows server 2008 standard

      If you are enforcing password history you must set a value > 0 for minimum password age.
