    You don’t have to format DVD/CD.
    You have to use windows internal cd burning function or third party software like nero or maybe free software, to burn your files to CD/DVD.
    The cd burning software will do the rest for you.

    If you have already tried to format such CDs or DVDs, and the session on that disks are closed, it’s not possible, to write further data to it.
    In other words, you burned an empty CD/DVD.

    Quite why this is such a palaver is beyond most of us here… Equally why Walmart and other vendors don’t provide adequate (complete) instructions is also beyond most of us here.

    As you will see in the post linked below, there are several excellent and “free” anti virus utilities around; and which are well recommended, easy to acquire/install… Also they do not hog the system resources of one’s computer (unlike Norton…).

    You might consider one of the freebies, and secure a refund for the Norton package, if possible, from Walmart?

    In general, a Windows XP installation CD is bootable and boots up into the installation routine.
    If yours boots into DOS, it makes me asking, where you got this CD from.

    Anyway, you can change to the i386 folder on the cd and type in winnt.
    This should bring up the normal installation routing, so that you can install Windows.
