Remove RAM sticks; clean edge connectors on each stick; wipe edges free of “any” detritus/bits from the cleaning process. Use a soft pencil style eraser for the cleaning process. Re-insert RAM sticks – then remove and re-insert a second time. This re-insertion helps clean the internal connections in the RAM sockets – free of oxides…
Restore power and see if it helps?
One other thing to try…
Download an ISO for Ubuntu (ubuntu.com); a Linux variant – it’s free.
Burn to a DVD; boot with that DVD. If it boots OK then it has more or less confirmed the actual hardware (apart from the hard drive) is OK. It loads into RAM only and ends up on a windows style desktop. Once it has booted – you can access the hard drive…; and presuming you can, I would immediately copy/save all my personal files etc. to external storage; typically dvd but to an external hard drive too is nice(r). Knowing files are safe elsewhere means you can more comfortably set about resolving the problem as posted…; presuming it’s not simply a RAM contacts issue.
If you cannot access the hard drive contents (via ubuntu boot up)… then it may suggest an issue with the drive; but I seriously doubt that is the case here.
Safe-mode may help; failing which possibly you have acquired a pest or three and need to scan for those
Kaspersky Rescue Disk (freebie ISO) burn to a dvd; boot with that DVD. It will load into RAM only (it’s based on Linux again), then go online to update itself. After-which it will scan the system fully and deal with anything it finds….

Usually, after doing this once, is all it takes to ‘fix’ the issue and the next time you just need to glance to make sure it still is OK, but it should default to your preference that you just selected.
