If you’re asking about a system with a Core i3 CPU (likely an i3-2100?) & you’re using the integrated HD Graphics 2000, there is no dedicated graphics memory. The memory is 100% shared. You may be able to change the base allocation amount in the BIOS (32MB, 64MB, 128MB, etc), but that doesn’t make it “dedicated”. Dedicated is physical memory used solely for graphics.
If you’re attempting to change the memory setting for gaming purposes, I doubt it will help gaming performance. You need a physical graphics card with it’s own dedicated graphics memory. 1GB should be considered minimum these days, preferably GDDR5. Try lowering your game settings & gaming resolution.

In other words, *someone* put that password in place, it didn’t just magically appear. The password is stored on a chip on the HDD & many times it’s also stored on a chip on the motherboard. If the HDD is removed & a new one installed, the motherboard will lock the new HDD. Also, the password will prevent the removed HDD from being read on another system.
To remove the password, you need to know the password. If you didn’t create it, who did? That’s the person you should be asking. You can try contacting Toshiba but I doubt they will help. I found this note on their site:
If you forget your HDD User Password, TOSHIBA will NOT be able to assist you, and your HDD will be rendered COMPLETELY and PERMANENTLY INOPERABLE.
