There is no DOS text editor in 64 bit Windows 7 because there is no DOS. The command line is not DOS. The edit command found in 32 bit systems runs under the 16 bit subsystem which does not exist (and cannot run) in 64 bit Windows. I expect there are console based editors but I don't know of any.
