Are you deliberately trying to fry something? NEVER plug or unplug anything while the system is running (except for USB devices).
“As for clearing CMOS it seems like a risky process”
Not at all. Just unplug the power cord, remove the side panel from the case, move the clear CMOS jumper cap from it’s normal position to the clear position, wait a few seconds, then move it back again. Replace the side panel, plug in the power cord, then boot up. You’ll probably be prompted immediately to enter the BIOS to correct the settings.

Other then that, we need to start testing your setup with other hardware, different cable, different monitor, Bluray player.
Do your have an HDMI on your computer monitor you could try?
Do you have any other HDMI output devices like a PS3 or DVD player or something, so that we know for sure that this is the computer an not something else.
Last bit, is if we check everything else and it is all good, then your video card needs to be replaced.

Any computer has 2 limits on physical memory:
1. The amount that can physically be installed. 2. The amount that can be addressed by the OS.
The amount that you can actually use will be the lesser of the two.
All client versions of Windows support a maximum 4GB physical address space. This limit is imposed by both technical and licensing issues.
It would be nice if all of this address space could be used for RAM. But this cannot be. For performance reasons a substantial portion of this space must be used for memory mapped hardware devices. Since you can’t have both RAM and hardware at the same address you cannot address a full 4GB of RAM in a client OS.
This is a hardware limitation, not a problem with Windows. It is there for XP and older, Vista, and Windows 7. If there is a 32 bit successor to Windows 7, don’t expect it to be any different.
There is a technique supported with server systems that can avoid this problem. However, many popular hardware devices, those commonly used with a client OS, do not behave well in such an environment. For this reason this feature is not supported on client systems.
If you want to use 4GB or more RAM you must use a 64 bit OS.

Why don't you list the make/model of your computer? The board you mentioned is made by MSI (MicroStar) but it's an OEM board used by NEC, Packard Bell, possibly others. It's known as the "Callisto G". You could have found all that out by using google.

Your problem is a lot more likely to be with the cable you’re using with the S-Video adapter has a problem. People often unplug the cable by pulling on the cable rather than pulling on the connector on the end of the cable, and in that case eventually the wires inside the cord near the connector are broken inside the cord.
If the TV has a S-Video port, a standard S-Video cable (4 pins on each end) can be used with the 7 pin “S-Video” port on the laptop.
If you do get a S-Video adapter, it doesn’t have to have 7 pins – one with 4 pins will work too in the 7 pin “S-Video” port on the laptop.
Yeah, master/slave configuration usually is about two PATA drives on the same cable. I think what you're concerned about is boot priority. That's usually set in cmos/bios setup. Here's some info:http://www.pcadvisor.co.uk/how-to/p...
