can i hook up a cutting plotter that has a parralel port to a usb port on computer

      You’d need a USB to parallel adapter, something like this:

      Then you’d have to try it and see if the drivers will recognize the plotter through the USB port. If not you’d need to add a parallel port card to your computer or get an older PC with an existing parallel port.
