All parental controls are off, firewall off, port forwarding done and the router is still blocking ! Upnp is on… any ideas ???

I’d be much inclined to think it’s being blocked down the chain from you; i.e. your isp or even elsewhere…
Be aware that many ISPs block torrent downloads. Indeed, some countries mandate that they block the more popular pirate sites.
There are ways to get round this, but I don’t think it is the purpose of this site to help with this, particularly if you are trying to access pirated material.
