Intermittent ERR_CONNECTION_RESET Problem On All Browsers

intermittent ERR_CONNECTION_RESET – problem on all: firefox,IE11 and chrome. Windows 7. Have tried 9 different fixes listed on google .None work. Need to find someone to tell me how to check and correct the sockets?
I know this was a common problem back in 2009

    1. Try a USB network adapter. If that works, you have a bad NIC.

    2. Solution 1: website and browser/system check.
      Solution 2: check the proxy settings.
      Solution 3: clear the browser cache.
      Solution 4: delete Winsock catalog entries.
      Solution 5: restart the router.
      Solution 6: temporarily disable the firewall and antivirus programs.
      Solution 7: contact your internet provider.
