I have inherited my mom’s IPad but cannot get her passwords because she has now passed away. How does one reset without having knowledge to any passwords, security questions, etc. I’m really stuck and so appreciate your help!

Nip into your local Apple store and explain the situation. Possibly if you can prove your situation to their satisfaction things can be resolved…
Typically one needs the email address at least as with that one can then reset an Apple ID; and equally if one only has the Apple ID then one can often (via Apple site) discover the email account… With knowing either (ideally both) of these it’s usually possible to recover access and also change the Apple ID and also the email account associated with it.

The second one is pure Apple land – all about the whole Apple ID and so on; and how to possibly discover what it is…
Overall though I think you may be wiser to have a chat directly with Apple and explain the situation. If you can demonstrate/prove your situation – they may likely help?
Least you can do is try? Have a copy of your Mum’s death certificate to hand; and perhaps any other documents that would show her address and also anything that clearly “links” you to her?
