  1. What would be the motive for the change? You do understand that laptop CPUs rarely run at full frequency. The CPU on both Intel and AMD processors is throttled down by decreasing the voltage. This is done to extend battery life.

    If you are looking at some reading that shows the CPU cycles are running at or near max. the reason is as I just explained.

    It is possible to change the settings to run the CPU at 100% all the time. The problem is not just battery life but the laptop may overheat.

    I can’t imagine what you are doing with the laptop that would need more processing power. The weak link in most laptops is the integrated graphics. These are never as powerful as a desktop for the same reasons cited above.
