There may be Jumper setting problem of the CD ROM. The six jumper pins are open. There is no blocks on the pins. I do not know how to set them.
There could be BIOS problem also. In bios, the settings are as follows:
Primary IDE master – CD ROM
Secondary IDE master – Hard disk
Is it that hard disk should be IDE master and CD ROM IDE slave?

As long as both are Masters, they are correct, they are on different IDE ports, neither one is a slave to the other. No jumper probably sets it to Cable Select which means that which connector on the cable determines which is master on that cable (you have two cables). You just need to make sure both devices are Bootable and that the CD ROM is listed in the boot order before the hard drive. You also probably need to “Hit any key to boot from CD” during the boot process (this may flash briefly along the bottom of the screen), just tap it repeatedly while starting up.
