computer’s blue power light on and flashing slowly and monitor shows nothing. fan is on and working properly. Cannot turn off unless I unplug the power cord. power button does not work.

As requested, provide some history. If it was working perviously did anything happen to it or did you make any changes between the last time it worked OK and the first time it didn’t?
Not to be too general but it’s likely the power supply or motherboard.
