90s Cartoon Maker Game.

Back in the 90’s I used to play a cartoon maker game, you picked a background.. park, street, school, house etc.. you chose your characters and objects and created a scene.. I remember that i could choose children, teen, adults. and the change their positions… then you could make Speech balloons or thinking balloons to make then interact, … car and picnic basket as many others objects…then you could paint the scene… this is sadly all I remember!, does anybody remember anything like this?
