Solved 90s Cartoon Maker Game Help?

Back in the 90’s I used to play a cartoon maker game, you picked a background.. park, graveyard ect.. you chose your characters and objects and created a scene.. I remember a Dog, cat and maybe a skunk for the characters.. and a birthday cake for the objects.. this is sadly all I remember! You got to write in speech bubbles and make the characters interact, does anybody remember anything like this?
