Is there any way to completely turn off the handsets so that
they do not use any power at all, without having to remove
the batteries?
Is there any way to completely turn off the base radio transmitter
so that the base can still receive and record calls, but not put out
any radio signal?

about the kind of phone commonly referred to as “cordless”,
not the kind referred to as “mobile” or “cellular”. Along with
the fact that the brand is Panasonic, that should be all you
need to know. But I actually have two such units. One is
model KX-TG4021, and the other is model KX-TG6531.
After a lot of searching — starting before my original post —
I finally found the manual for the latter unit. It has a lot of
info. It will take some time to read every possible relevant
section, but the most likely-looking entries in the index
haven’t turned up what I want, and I don’t remember ever
reading that what I want is an available feature. It just
seems like it should be.
One cool thing I just discovered, though: After more than a
year and a half of being unplugged, the unit I’m not currently
using still has the messages it recorded.
