Win 10 Cmd Prompt Behavior (Regarding Keyboard Layout)

When running just ‘cmd’ the ‘dos-window’ opens normally and the keyboard layout does not change but remains as choosen option (default azerty).

With all previous versions, I used to open an old DOS application which still runned OK started by clicking on the dosname.exe application.

With Win10 however, the executable still opens (as was hoped for) but the the keyboard is switched to QWERTY layout inside the application (which itself seems not have any option to modify keyboard). How can possibly a DOS application change the keyboard ? Did not change before using previous versions of Windows cmd window !
