When I try to change a password (from root or any user), I get the following result:

# passwd 12345
New Password:
Re-enter new Password:
Permission denied
#

The simple answer would be that you don't have permission. Root may not be a member of those that can change passwords.

I read it wrong and answer it wrong too. So get off my case you peanut.
