However when I log into the system under any other profile IE11 download manager will only work in safe mode with networking.<\/p>\n<p>I have already tried Ctrl+J, it doesn&#8217;t open<br \/>\nI have checked the security setting and file download is enabled.<br \/>\nI have deleted all history\/cookies\/etc.<br \/>\nI have deleted the profile and started with a fresh one..<br \/>\nTurned off all non essential startup items restarted, still no luck&#8230;<\/p>\n<p>So far every thing I have tried to do to resolve this has failed.
