If you mean ‘system restore’ isn’t setup (rather than safe mode not being setup) then I guess you’re outa luck there. Besides what others have suggested you can fiddle with the display settings or reinstall video drivers. If you installed new software that may have caused the problem, uninstall it.

as for amd get either a R5 2600/X(both 6 core) or R5 1600/X(both 6 core) whatever is cheaper (performance difference is roughly 7% between all 4 ryzen chips)
You could go for a RX 580 8GB or GTX 1060 6GB right now(but may not even run a title like Hellblade:Senusa’s Sacrifice on high settings above 60), but you may need to upgarde in 2 years to something like: GTX 980/TI or a GTX 1070 or maby wait for the GTX 2060 & for AMD a vega 56
also a PSU rated for 500+ watt would be nice
everything else seems fine. (if you have a set of 2x4GB of ddr4/ddr3 RAM & not a single stick, single channel memory will stutter at higher framerates)
P.S. my 15% overclocked rx 570 (10% cut down version of the RX 580, runs Hellblade:Senusa’s Sacrifice slightly below 60fps) so a GTX 980/TI or a GTX 1070 or maby wait for the GTX 2060 & for AMD a vega 56 will give better results 🙂
