I cannot connect with my modem: error 628

Hello,
I cannot connect with my modem when I try to connect it show this error message
“error 628: The connection was terminated by the remote computer before it could be completed”
when I redial it show the same message.
I checked the modem driver but it work properly
I upgraded to windows 7 ultimate from windows vista home premium.

Upgrade the Network Driver

Reinstall Modem Device

the problem is with network adapter .using windows 7 in vmware i tried to dial up and experienced the sam problem of error 628 .step1 :i removed the virtual ethernet and created a new ethernet ,the problem is virtually solved for few days and then the error 628 resumes .so the same step 1 is repeated .
