I have a Dell Inspiron 620 Mini Tower Desktop, with a “Intel Family HD Graphics Card” I’ve read everywhere on the internet that I can change the dedicated video memory from my current 64mb to a max of 512 since I have 4gb of RAM, however, when I enter BIOS, there is no setting on tabs I can go on to change it at all. Is there any other way of doing it?

There are 2 types of memory used for onboard/integrated graphics – dedicated & shared. Dedicated memory can not be changed, it is what it is.
Shared memory comes in 2 types – pre-allocated & dynamically shared. The pre-allocation setting may be able to be changed in the BIOS. The amount you can pre-allocate depends on the amount of system memory you have installed. Dynamically shared memory (also called DVMT or Dynamic Video Memory Technology) is shared on an as-needed basis.
What Is Dynamic Video Memory Technology?
Your 620 uses Dynamic Video Memory Technology 5.0. And based on what I could find, it has no dedicated memory. Therefore all graphics memory is 100% shared. Your best bet is to install a graphics card.
