I was working on my Dell Inspiron 530s when we had a power outage. Now I have no OS on it and it now tells me it can’t boot because it has “AHCI Bios not installed”.

Try unplugging it, pressing the power button a couple of times to discharge any capacitors retaining any power. Plug in again and start it up. If it works great, if not then try getting into BIOS set up and verify the settings. If even the time and date are not correct, you may have a dead CMOS coin battery so replace it with a new one of the same type, then reset your BIOS settings and restart.
Going forward I recommend a UPS (battery back up) which is much better protection than a simple surge protector. It does not need to be an expensive one. I have found out through trial that some brands do not give you a warning that they are dying so now I stick with APC brand.
You have to be a little bit crazy to keep you from going insane.
