Cannot Install Windows 98 SE.

I am trying to install windows 98. First I booted from the cd then chose which type of system I use and so on… then when it restarts and tries to format.. It tells me “formating drive C: 0% of drive formated” then it tells me “Please insert the following disk in drive D: (or your CD-ROM drive): Windows 98 boot disk or cd-rom. Whenn you are ready to continue, Press ENTER” I downloaded tones of bootable disks but the same problem… This week I bought the hard drive to make it work and I’m confused what I am going to do… Can some one help me, cause I spend a bit of money and I thing that it’s going to waste =/ pls help.. tnx to advance.
