like yourself probably, this pop-up has been driving me crazy. the only way i have found to shut it off is to disable the network device, i.e. in my case a home network adapter. in my network places, properties, select which ever card is finding the unplugged connection. just select it, don't open it, just turn it blue, and you will get a menu to the left called network tasks. you can disable the network device here. you won't have a network then but in my case the only other computer on the network is a few rooms away. when someone wants it networked they just tell me to enable it again, the same way i disabled it. just a toggle switch.
