OS: Microsoft XP Home Edition
CPU/Ram: CPU 3.00GHz / 1.00 GB

After I downloaded adobe flash, here, I can't install. When I click open, it gives me a NSIS error - Error Launching Installer. It seems that this is occurring to all of my attempts at opening any downloaded programs.

OS: Windows XP Home Edition
Browser: Firefox/2.0.0.14

I've searched on google for anything and tried deleting all my files in my temp folder (though there are 4 still left because apparently some of my programs are running it, I can't figure it out), deleting and re-downloading the .exe file, drag .exe file into run and /NCRC, turning off firewall, etc.

It looks like you've tried all the options except for a couple recommended at the link below:

There's a couple of other recommendations there that you haven't tried. Malware and virus scans. Renaming the executable. scandisk and chkdsk.

Also you can try a system restore to a date prior to the NSIS errors you are recieving.
