I guess you do need to read the whole article below to better understand what IP address really is - you can't create it.

When you sign up with an ISP (Internet Service Provider), they will assign you an IP address.
Since you got here to post your question, you must already have one.

You cannot get a 'free' IP address unless someone who own's a block is willing to part with one. ISP's are such entities and are more than happy to provide you with such things, but they generally want money.

I would suggest reading 'Internet for dummies' so you can get answers to some basic questions about IP addresses and how they work.
