Everytime I try to shutdown or restart windows the screen goes gray for a few seconds and then pops back up to the desktop. The only way I can shutdown is to reset the computer. Also, when I try to go into regedit the window pops up briefly then goes away.

my computer screen never says it safe to shutdown my computer. sometimes there is an error when i start it up. please help me figure out how to shutdown

I had the same problem a while back, and it wouldn't let me shut down, the problem with it was i had aquired a virus that normal virus scanners won't detect. What you need is a special trojan remover, those will get it.
