I'm not able to Telnet/ rlogin / ftp/rlogin to a solaris server . What could solve the problem ???

1.telnet
remove entry "CONSOLE=/dev/console" in /etc/default/login

2.ftp
in /etc/ftpusers remove the username you want to use

You listed ping in subject. If you cannot ping the server, you have something more basic wrong.
1)
interface configured with wrong address

2)
interface configured with wrong netmask value

3)
no route established if machines are on different subnets.

4)
two machine using the same IP addr on the local net.
