Assign IP adress to each PC, ping them to check connectivity,if doesnt work, make sure they are on same domain and the firewalls are off

See the help and support pages for file sharing. You may have to enable file sharing, put in a logon password, connect as user with that password.

You may be able to access with computer name. I suspect that if you use ipconfig command on both they should be in the same subnet (but may be public ip's also).

Changing the ip's may be easier in many cases to a static, we would need to know a bit more to tell. Using \\ipaddress\sharename is normally faster and easier than \\netbiosname\sharename.

I guess we could get to IPv6.

"Best Practices", Event viewer, host file, perfmon, are in my top 10

Do both machines get internet? If so ignore the advice on assigning ip address. It is not applicable.

Jefro's advice to use Help and Support off your start menu to walk you thru using the Network Wizard is an excellent suggestion.

Imagine the power of knowing how to internet search
